The Bode City Council met in regular session Monday June 1, 2020 at 5:30PM in the council chambers. All members were present. Also present was John Wells along with another representative from New Cooperative, Shirley Helgevold from Midas Council of Government, and Tom Madden from Short Elliot Hendrickson (SEH) engineering firm. Mayor Miller called the meeting to order with A motion was made by Dale, second by Peterson to approve the agenda as posted, all ayes motion carried. A motion was made by Tepner, second by Douglas to approve the minutes from the May 9th regular meeting and May 26th special council meeting, all ayes motion carried.

John Wells informed the council of a training fire for the old wood Elevator that is being organized by Scott Thompson, this burn will include several area fire departments. He also stated that Cooperative has already had the building inspected for the asbestos, along with removal of findings. This burn is scheduled for July 11th, with a rain date of the 18th. Following discussion, a motion was made by Tepner, second by Dale to approve this organized controlled burn. All ayes, motion carried.  

Tom Madden with SEH was present to discuss the Agreement for Professional Services. This agreement authorizes and describes the scope, schedule, and payment conditions for a Facility Plan/Preliminary Engineering Report for the City of Bode’s Wastewater System. This agreement has a cost of $15,000 for basic services, additional cost will be added for a televising company and also any unforeseen expenses. A copy of the entire agreement is available at the City Hall. The City has applied for a SEARCH grant through the USDA in the amount of $30,000 that will be used for this plan. Following discussion, a motion was made by Tepner, second by Peterson to approve this agreement. All ayes, motion carried.

The council was informed of the time Frame for the Local Option Sales and Service Tax Election which is set for September 8, 2020. The City has received this funding since 2001, the funding is allocated for Bode Public Water Systems, Bode Sanitary Sewer Systems, Bode Street Improvements, and any Lawful purpose that is determined by the City Council.

Shirley Helgevold was present to discuss the Urban Revitalization Plan for Tax Abatement, this plan will include the Entire City limits with a plan to promote new construction on vacant land, improve and create market rate housing, promote rehabilitation and additions of existing residential properties, promote multi-family housing development, increase tax base, and promote commercial development. A motion was made by Douglas, second by Peterson to set A public hearing at 5:30PM on July 6, 2020 at the Bode City Hall pertaining to this plan. All ayes, motion carried.

A motion was made by Peterson, second by Tepner to approve the Twin River Community School District Real Estate Gift Agreement, with the agreement of adding that Attorney Fees shall not exceed $1000 in the transfer of this property located at 102 Rossing Ave. All ayes, motion carried.

A motion was made by Douglas, second by Dale to approve the 2021-2023 Contract for Sanitary Landfill Services with the City of Spencer. The per ton fee shall increase by a factor of 3% on July 1st of each year. All ayes, motion carried.

A motion was made by Peterson, second by Tepner to approve a building permit to Carol & Bill Miller @ 300 College Ave to have Midwest Fence & Gate install a vinyl fence. All ayes, motion carried.

Todd McMahon, City Maintenance, informed the council that he had just had a DNR inspection at the lagoon, a written report will be received with findings at the inspection.
