The Bode City Council met in regular session Monday June 3, 2019 at 5:30PM in the council chambers. All council members were present. Also, present Myra Barnes, John Clarken, Trent Olson, and Mark Reinders. Mayor Miller called the meeting to order; a motion by Rongved, second by Douglas to approve the previous minutes as published. A motion was made by Douglas, second by Peterson to approve the agenda as posted. All ayes, motion carried.

 

Myra approached the council in regards to a sewer backup that she had in her basement, she had a plumber come to her property on May 30th, according to the plumber he noted a blockage in the main, City Maintenance had the problem corrected as soon as he was notified. Following discussion, a motion was made by Douglas, second by Peterson to have the city clerk contact the city attorney in regards to this matter.  This issue was again later visited during the council meeting. Council member Douglas rescinded his motion, stating that the city should not be liable as this should fall under the homeowner’s insurance, Tepner 2nd this motion. All ayes motion carried.

 

John Clarken, from the Red Lantern requested an approval for an outdoor service area during the Uffda Day celebration. Following discussion, a motion was made by Rongved, second by Douglas to approve this request. All ayes, motion carried.

 

A purchase agreement and conflict of interest waiver for the transfer of the Community Center to the City of Bode was reviewed. A motion was made by Douglas, second by Tepner to approve this agreement as written. All ayes, motion carried.

 

Mark Reinders and Trent Olson were present to discuss a 25-year Franchise agreement between the City of Bode and MidAmerican Energy. A motion was made by Douglas, second by Tepner to set a public hearing as:

Notice is hereby given that the City Council of the City of Bode, Iowa, will conduct a public hearing on July 8, 2019, at 6 p.m. at City Hall, to receive comments and take possible action on the following items:

 

1.                  A proposal to renew for a twenty-five (25) year period a non-exclusive electric supply, operation and maintenance franchise with MidAmerican Energy Company, which may include franchise fees.

 

Any and all residents and interested property owners are invited and encouraged to attend this hearing at the time and place mentioned above and to submit comments either orally, in writing or both. For further information, please contact Bode City Hall.

 

 

A motion was made by Peterson, second by Rongved to approve a building permit at 103 4th street for an 8ft Privacy Fence. All ayes, motion carried.

 

The council reviewed a proposal from Blacktop Service to repair areas of the streets by milling out and replacing blacktop in designated areas. After review a motion was made by Douglas, second by Rongved to approve this proposal in the amount of $34,405. All ayes motion carried.

The council reviewed a statement from Algona Plumbing & Heating in regards to water in the basement at 603 Christiana Ave, a camera has been used to try to determine were this water is coming from, several thousands of gallons of water was dumped through the storm sewers during this investigation, the water did not appear in this tile. The city also spoke with the drainage clerk in Humboldt County, this tile may be an old tile that was placed before the home. The consensus is this tile that enters this home is not connected to the Cities Storm Sewer.

 

After a full evaluation of the performance of each employee coupled with the current Cost of Living Index a motion was made by Peterson and seconded by Dale for each employee to receive a three percent (3%) hourly rate increase. All ayes, motion carried.

 

Becky Struthers current hourly wage $18.09  with 3% increase will be $18.63

Todd McMahon current hourly wage $22.07 with 3% increase will be $22.73

Jeff Wheeler current hourly wage $12.17 with 3% increase will be $12.54
