The
Bode City Council met in regular session Monday February 4, 2019 at 6PM in the council chambers. All members were present,
also present was Lynn Seaba with Malloy Law Firm. Mayor Miller called the meeting to order; a
motion was made by Peterson, second by Dale to approve the agenda as posted. A
motion was made by Douglas, second by Rongved to approve the minutes of the
previous meeting as published.
Attorney
Lynn Seaba approached the council in regard to nuisance abatement of two
properties in Bode. The two properties are located at 501 1st street
and the second located at 101 Rossing Ave. The city has been working with Brett
Legvold, from Arends, Lee, Legvold, and Emick Law office on these properties
until a conflict of interest was presented. All information on these properties
has been forwarded to Lynn Seaba to represent the city on both properties.
Following discussion, a motion was made by Dale, second by Tepner to have Lynn
Seaba represent the city on this matter; at a cost of $225 per hour.
A
sample ordinance on “Dangerous Buildings” was presented; this Ordinance defines
Unsafe Buildings. Following review a motion was made by Douglas, second by Dale
to approve the Ordinance
“Dangerous Buildings” and set a public Hearing as
March 4th @ 6:15 PM in the council chambers.
Several
Criteria are written in this Ordinance: Various Inadequacies, Manifestly
Unsafe, Inadequate Maintenance, Fire Hazards, and Abandoned. A copy of the
complete Ordinance is available at the Bode City Hall.
City Maintenance, Todd McMahon, stated that Crahan Electric has replaced all light fixtures in the fire department with LED lighting. He had an estimate of $75 for all 4ft fixtures and $110 for all 8ft fixtures to be replaced in the library, community center, and city hall; this cost would convert the existing fixtures to LED lighting. Following discussion; a motion was made by Douglas, second by Rongved to begin this conversion in the Community Center. Once the lights have been converted the Library and City Hall can have an idea of lighting needed in their areas. All ayes, motion carried.
A
motion was made by Dale, second by Tepner to approve a Class C Beer permit with
Sunday Sales to Norm’s General Store. All ayes motion carried.
A motion was made by Rongved,
second by Douglas to approve a 5-day Liquor License including Sunday Sales to
the Bode Fire Department for their fun night which will be held April 6th
in the Bode Community Center. All ayes, motion carried.
A
motion was made by Douglas, second by Tepner to approve the proposed 2019-20 City
Budget and set Public Hearing as March 4th @ 6:30PM. All ayes, motion carried.
Council
member Tepner discussed a Humboldt County Ordinance of “Animal Protection &
Control” , several questions were made concerning this Ordinance and how it
would be enforced and also how the cost of “animals at large” would be billed.
Council member Tepner will gather some information and bring this to the March
council meeting.
