The Bode City Council met in regular session Monday November 5, 2018. All council members were present. Mayor Miller called the meeting to order, A motion was made by Douglas, second by Rongved to approve the agenda. All ayes, motion carried. A motion was made by Douglas, second by Dale to approve the minutes of the October 1st council meeting.

Mayor Miller gave the city maintenance report, stating that the garbage truck will be taken down to HiWay Truck Equipment the week of November 13th to switch the packer onto the 2005 International 4300 truck, he also informed the council that Weinert Construction has replaced the shingles on the pump house.

Surveillance Cameras were discussed, these cameras would be installed at the community center, library/fire station, and city maintenance shop. Options for funding were discussed, city clerk will look for funding possibilities through New Cooperative foundation and also Humboldt County Foundation. A motion was made by Douglas, second by Tepner to approve an amount of up to $2800 for this project. All ayes, motion carried.

Warning Sirens were also discussed, following discussion a motion was made by Rongved, second by Dale to remove and repair the current siren for a cost of $2500. All ayes, motion carried.

Chapter 7 Sidewalk Regulations “Dumping of Snow on Streets”

It is unlawful for any person to throw, push, or place or cause to be thrown, pushed or placed, any ice or snow from private property onto the streets. No written objections had been placed on file, there were no taxpayers present for the hearing. Therefore, a motion was made by Douglas; second Tepner to adopt Oridnance # 11-2018; An Ordinance adding “Dumping of Snow” and waive the second and third reading. Roll Call, All voting Aye Tepner, Douglas, Rongved, Peterson, Dale.

 

 

City Clerk has been in contact with the City Attorneys in regards to the Public Nuisance Properties, the two properties are located at 501 1st street and at 101 Rossing Ave. Per the City Attorney a lien search on both properties should be done. A motion was made by Douglas, second by Dale to have the searches begin. All ayes, motion carried.

Faller, Kincheloe & Co, PLC released a Report on the Status of Findings and Recommendations from the City of Bode’s Periodic Examination Report dated July 8, 2016. The engagement was performed pursuant to Chapter 11.6 of the Code of Iowa and covered the period from November 1, 2017 through April 30, 2018.

The City Council has a fiduciary responsibility to provide oversight of the City’s operations and financial transactions. Oversight is typically defined as “watchful and responsible care” a governing body exercises in its fiduciary capacity. While the City corrected three of the findings, three other findings were partially corrected, one finding no longer valid, and four findings needing correction.

A copy of the agreed-upon procedures report is available for review in the City Clerk’s Office, in the Office of Auditor of State and on the Auditor of State’s web site @ http://auditor.iowa.gov/reports/index.html.

Following review of the report a motion was made by Douglas, second by Rongved to contact Data Technologies to make sure all necessary reports can be ran as per the Audit. All ayes, motion carried.
