The Bode
City Council met in regular session Monday July 2, 2018 at 6PM in the council
chambers. All members were present. Also present was Jenny Johnson in regards
to the property located at 606 Christiana Ave. Mayor Miller called the meeting
to order, a motion was made by Douglas, second by Rongved to approve the agenda
as posted. A motion was made by Peterson, second by Douglas to approve the
minutes of the June 4th council meeting. All ayes, motion carried.
Jenny
Johnson approached the council concerning her property at 606 Christiana Ave,
she currently has this property for sale and would like to be able to sale this
with the approval of horses at this location. Following discussion a motion was
made by Douglas, second by Dale to request the new owner approach the council;
stipulations will be put on this property before horses are allowed. The
stipulations being, number of horses allowed along with maintenance of the
weeds/grass within the pasture areas. The city has an ordinance stating that
weeds/grass should not reach more than 6 inches in height. The new owner will
be expected to sign an agreement with the city on these requirements. Ayes,
Rongved and Peterson, Tepner opposed this request.
Mayor Miller
delivered the maintenance report, stating that the tractor had been repaired,
the cement pad for the generator at the pump house has been completed, he also
stated that due to the heavy rains our lagoon is filling up quicker than
expected, city maintenance is watching the levels and will do what is necessary
and also required if the rains should continue.
The City
Clerk listed two property locations as Public Nuisances in May; these
properties included 501 1st street and 101 Rossing Ave. According to
the Humboldt County Treasurer one of these properties has a building on leased
land. Acquiring this property may require a personal judgement in district
court. City Clerk directed to contact our city attorney on proper procedures to
acquire this property.
A motion was
made by Douglas, second by Dale to approve a building permit to Kevin &
Lynn Kist at 301 Rossing Ave for a fence (169 X 118.5) at this location. All
ayes, motion carried.
Semi-Trucks
and Vehicles speed on Humboldt Ave was discussed, erecting another stop was
also mentioned. Following discussion, it was suggested that Mayor Miller
contact New Cooperative in hopes that they can reach out to some drivers to
slow them down. It was also suggested to contact the sheriff’s department and
borrow the “Speed Sign” temporarily to make everyone aware of their speed.
The
Community Center is currently owned by the Community Club, city clerk directed
to contact attorney on what the best option is for this building. The city
currently pays all insurance, electricity, and when upgrades are needed the
city usually pays those expenses with the assistance of the community club.
The council
was informed of the Iowa Code, Sec 372.13 on council pay. The council all
agreed that this compensation has been in place for many decades and each one
felt that at this time there is no reason to change it.
The performance of each individual city employee was discussed and without exception the full council was very complementary of each person. Each council member agreed that we are very fortunate to have them and we appreciate all that they do. After some discussion Mark Dale made a motion to provide each employee with a %3 pay increase. The increase would be as follows: Todd increase of $0.65 per hour, new hourly pay rate is $22.07 Becky increase of $0.53 per hour, new hourly pay rate is $18.09 Jeff increase of $0.36 per hour, new hourly pay rate is $12.17. DL seconded the motion and it was approved.
